Because being in a suburb and being the best page for a search in it are different things. Your implants page covers the basics but never mentions All-on-4, cost, health funds or payment plans, and it asks no questions. Your Moonee Ponds page mentions implants once, in the service list. Neither gives Google a strong reason to choose you over the practices that do cover those things. The implants page already ranks #25 to #40 for three longer searches, which tells us Google sees it. It needs the depth to move up.
